Hi, You actually read my thoughts, I was about to suggest that but then I thought it might be silly idea so I didn't mention it. Since you have mentioned that, I think that is not a very bad idea IMHO. I don't know, let's hold it for now as you suggested.
In fact, without a clear guidelines and/or objectives for each sub-team, it is going to be harder to decide, work, etc etc. My first and last thought as always was and still to have guidelines and objectives for each sub-team. Above all, each sub-team needs to work as a team because if each one will work individually and separately from the other team members, then IMHO there is no need for such thing called "team" to begin with.
