( So, I am new here, too. If I need to be educated on better email list etiquette please let me know).
I use twitter a lot and I have noticed two Lubuntu accounts as well( https://twitter.com/LubuntuOfficial and https://twitter.com/lubuntudesktop). Is this by design....I am wondering if the Desktop account could be merged with the Official account. It just seems to me to be splitting effort, increasing the potential for confusion. I, too, looked at the tweets on the official account and they do seem a bit technical. I feel a large part of the communication aspect of social media is reaching out to the broadest audience as possible by laying out general descriptions and interested persons can get more technical details at the Lubuntu site.
