There's not much Lubuntu needs to change IMHO. The article did not give
specifics. The scoring seemed quite subjective, and from my reading not
always in line with the goal of providing a light weight distro.

For default apps, Lubuntu got 4/5. It looks like some of the emphasis
was on quantity in the default installation. I think Lubuntu is better
here than the others because it fits on a single CD and can thus reach
older hardware where having a DVD is not a given. No specific changes
unless it might be to swap out AbiWord and Gnumeric for LibreOffice.
But that might be too fat.

Which leads us to intended purpose where Lubuntu gets a 5/5. Nuff sed.

Desktop experience got 3/5 because of lacking bells and whistles,
including Ubuntu One integration. This sort of contradicts the previous
criterium and the author recognized that. A lot of evaluations focus on
eye candy rather than useful stuff like mouse focus, including this one.

Documentation and support got a 3/5 which I find puzzling. We have
three really good resources, the wiki, the Ubuntu Forums and the
Lubuntu-Users mailing list with archive. I'm not sure I agree with the
author's rating here. AFAIK users can get good help quickly 24/7 maybe
that needs to be more visible.

Custom tools got 3/5, which I'm not sure of the advantage of having
custom or re-branded tools. If the tools that are provided work well,
that is more important than having something that is unique to Lubuntu.
In fact, if a tools is used across more distros, it becomes more
well-known and thus better supported for new users. So also with this
one there's nothing clear to be done.

Configuration tools got 4/5, as did others, but no clue as to what was
missing or wrong. How can the LXDE menu be edited? Maybe that was it.

With Collusion I see only 6. But that's too many anyway.
