Yes, GTK themes goes into ~/.themes folder for a normal user. In the Lubuntu installation it will go in other place (/usr/share/themes/) and will be compatible with ObConf and even Gnome. I have it working correctly in both environments, but it's not finished. I will update it again and again until it works fine in every system so, please, be patient. I'm doing my best with my time :-S
