Usually, when you do a manpage, you don't need to install it alone. It should be installed with the program which is documented by the manpage. In Ubuntu (and Lubuntu), each package manage its own manpages.
If you want to test the manpage, just do : man ./your_man_page.1, it will display it in the terminal. Once it's finished, you can add it to the package. There are several cases, but usually, you just need to add debian/your_man_page.1 into debian/manpages.
