This file tells apt not to attempt to autoremove old kernels:
/etc/apt/apt.conf.d/01autoremove

I have never tried changing it. I believe it is there as a safety net in
case a newer kernel doesn't work, you can go back to an older kernel
while those that care can remove the older kernels manually.
