Getting back to the main topic, I started using Ubuntu around the Hardy/Intrepid releases and I´d have to comment that some things have gotten better while others, not so much.
Boot time and general responsiveness has been a major improvement since 8.10, probably mainly due to ext4. Although boot time isn't as fast as Karmic or Lucid (~15sec on desktop) I think that the boot time regressions haven't been too much of an issue.
