Most of the issues you will suffer in Lubuntu are most appropriate for the Ubuntu forums anyway as Lubuntu is Ubuntu with a different desktop environment. Splitting this up will only confuse users and possibly lock them out of getting assistance from others just because no one specific to Lubuntu knows what to do. Canonical will never had out cash support to anyone but the can offer some resources for special events if need be (for example approved LoCo teams can get marketing materials for conferences they will have a booth at). Anything else will have to be donated by someone.
