I have an HP Netbook, with an Intel Atom (1.6 Ghz, 2-processor, 2Gb RAM)
machine, and Lubuntu 14.04 runs well on it. Given its speed (and being
a dual processor), I'm sure it would have no problem running Xubuntu or
UbuntuStudio, as well.
I am uncertain that it would be enough speed for Kubuntu, or
(especially) Ubuntu/Unity.
UbuntuGnome, or Linux Mint would probably work fine on it. I have an
earlier level of Linux Mint on it that works fine.
The things that are more likely to give you problems with it, are the
limited screen dimensions. Many applications need (and possibly assume)
a larger screen is available. A handy trick with Linux, is that you can
hold-down the Alt-key, and click/drag anywhere in the window (not just
the title-bar) to re-position the window.
I am assuming that the performance of your Toshiba Netbook are similar
to my HP Netbook (which may not be the case).
