Start with the Desktop CD. One thing we need is to decide the RAM size at (below) which we recommend people use the Alternate CD instead. So I think the main test is of the Desktop CD image, using the "Install" menu item when it boots, *not* the "Try without installing" one. Assume always installing onto a blank empty hard disk, no swap partitions already there, no existing Linux installation, etc. (Additional testing by doing the "Try without installing..." and then clicking on the icon within the running Lubuntu is fine, but a IMO is bit silly in low RAM environments, because we *know* it uses more RAM than doing it the right way!) Then, once we have a RAM size at which installing that "nice pretty GUI" way does not always work, we need to test from that size down using the Alternate Installer CD. Testing in a VM is fine, but we need to document which sizes we have tested in real hardware and which we have only tested in a VM, in case it ends up making a difference in real life. I'd say if we can test at 768MB, 512MB, 384MB, 256MB on real hardware that would be good. Be careful of machines that "steal" some RAM for onboard video use, and so do not really present the full amount of RAM to the installer...
