nominate Christoph Goller as Lucene committer

I nominate Christoph Goller as a Lucene committer.  Christoph has made a 
number of valuable high-quality patches to Lucene, and I believe can be 
trusted to responsibly make direct changes to Lucene.

If other commiters give him three positive votes and no negative votes, 
then he will be added as a committer.
