OK, the move is complete. You should be able to do an "svn switch" or just simply checkout clean from https://svn.apache.org/repos/asf/lucene/lucene.net/
I put a placeholder README.txt in the incubator position to let people know where the new one is located. Now, we just need to put up a new website.
