wiki page to help when reviewing Lucy release artifacts:

A guide for PMC members or other interested parties to help judge whether
a specific set of Apache Lucy release artifacts deserves a +1 vote of
approval.
I've also added a ReleasePrep page (as discussed later in that thread):

This document describes tasks which are the collective responsibility of the
Apache Lucy community to complete in advance of a release.
Once everything here is done, an individual Release Manager should execute
the
steps spelled out in the ReleaseGuide.
The ReleasePrep, ReleaseGuide and ReleaseVerification pages are all subject to
review and further improvement, but I believe they are sufficiently ready for
use as we prepare 0.1.0.
