Lucy looks pretty good in the clutch, except for an oddity in column "J"
which indicates the total number of committers, and currently lists "-"
Obviously this is a mistake, there are lucy committers, but the automated
tools that generte the report don't realize this. note that Lucy doesn't
evne show up on the "list of projects by committer" page (don't be
confused by the legacy "lucene-lucy" group)...

I suspect the problem here may stem from the decision to open up lucy svn
RW access to all committers because now there is no longer longer a "lucy"
group defined in the asf-authorization-template at all. we probably need
to get hte lucy group added back in just for accounting purposes. (but not
used for any actual auth).
mattman, marvin, do you guys have infra karma to change
asf-authorization-template or do we need a jira for this?
