All dependency licensing issues save Parse::RecDescent and JSON::XS have been
eliminated. I am not resolving this issue yet because we still need to
address those last two, but I have changed the fix-version to 0.2.0-incubating
because thanks to LEGAL-86 they no longer block our 0.1.0-incubating release.
