What better way to verify the owner of the key is actually the one that gave 
it to/signed it for you?

There are many ways they can done - during coffee, lunch or dinner at some 
joint in town, during a network conference, on a Sunday in someone's 
home/neighborhood, e.t.c.

The goal is to build the web of trust, so multiple solutions can be 
formulated.
