Actually, we all can, but it takes a multitude of ISP's on the entire 
Internet. The technique is called SPF (Sender Policy Framework). Read

Generally, the latest craze of spammers is to try and send a message to some 
person claiming it's from you. It bounces blah blah, and you wonder when you 
sent it. I am sure all of us have seen some kind of incarnation of this 
problem.

SPF isn't a total solution to spam (or probably won't be a long lasting 
solution), but just something to deal with e-mail spoofing.
