Yes, I am using a standard Celtel GSM line to dial up 031217100 on MTN network (which is connected by fibre, if that makes a difference).
And I successfully establish an ISDN connection at 9600bps. Radius log confirms that the NAS-Port-Type = ISDN-V110.
Unfortunately I don't have an MTN sim so I can't test HSCSD on ISDN. Perhaps we can await Paul's tests.

Its possible over the fixed lines of course if you're on the fibre optic network but to my "limited" knowledge, on our GSM network you need to use analogue which is the reason why there is the 28.8 kbps limitation.
