The problems of being landlocked. It should be easier getting it through 
Mombasa than through Central Africa - less countries to deal with. 

Having said that, multiple entry points should provide better Layer 1/2 
redundancy.

I don't see this as such a big deal, especially since the funding for the 
project involves a consortium of interested countries (UG included). The only 
issue is that individual end-users of the fibre (ISP's, e.t.c.) would not 
have direct access to it - they'd need to access it through the local telcos, 
although they will be able to demarcate "circuits" all the way to remote 
PoP's in Europe/USA.

Actually, 2007 sounds unrealistically optimistic from where I am standing, I 
was thinking more like by the close of the decade, if not slightly later.
