For that same cost, wouldn't it be wiser (and cheaper in the long run) to lay 2 strands of SMF fibre from a not-to-distant NOC into the UCC building? With ordinary switching gear and a few transcievers (under $100 a piece), you quickly have 100Mbps.
 
With more sophisticated gear (cash allowing), you can catapault that to 2.5Gbps, and if you have a lot more cash to spare, a theoretical 250Gbps (DWDM). Your fibre remains the same, all you change is the 'intellgent boxes' at either end, and you get a bigger pipe, automagically.
 
Could be the way to go, especially if the UIXP becomes a transit peering point for connectivity to the Internet. You don't want your service getting choked because x ISP had only x Mbps (or Kbps) :).

The guys on 128 Kb/s links upgrade to 802.11g (54Mbps).
Advantages are one time cost and speed.
