When buying online, especially from E-Bay, sellers range from Joe average with 
a DSL in their garage to authorised resellers. You will get ratings for each 
seller from other buyers, including good (and bad) reviews. 

In all cases, e-mail the seller before confirming a purchase, call them and 
get as much information from them as possible. You can do one better and send 
them a contract before you make purchase. 

As for the merchant, PayPal is good, but if you can have a well-known 
arbitrator that will side with you the moment you feel cheated, it would help 
a great deal.

If you can stick with authorised resellers, and actually deal with them 
outside the realm of E-Bay (and PayPal), that would increase your chances of 
a more successful sale, significantly, especially where you are a regular 
buyer of similar items (switching/routing gear, books, software, e.t.c.)

But as Shem says, keep your eyes wide open. Do your research before you buy 
anything online, especially from the E-Bay type.
