Ernest, sorry for responding to this thread late but I just want you to know that we have so many priviledged and non-priviledged Brothers and sistaz in this continent that know nothing about foreign languages. Many of these people are involved in different activities commercial or otherwise. ICT has come in as a tool to help improve on the way we do our work. However we always talk of a Digital Divide and think about it in terms of lack of Technology or funds to acquire the technology only. This is not always the case, look at the failed telecenter case studies of Nakaseke and Buwama in Uganda, the medium the technology operated in was a contributory factor. These guys had to hire IT personnel from urban centres to go there and work but eventually these chaps after gaining experience were lured back to the urban centres for bigger paying jobs. How does localised software help in this case? The majority of work being done by these chaps was helping the locals use the computers. If they had Luganda equivalents of all the software installed, even a P7 drop out on that village could very easily have taken on the challenge of managing those systems. When one has to learn a language in order to use technology, the digital divide becomes even wider. Otherwise its good to always share such thoughts.
