i think that is nowadays the average pay for most network/sys admins at
organisations like NEMA, NSSF, utl, mtn, blah blah.. (am sure Linux
Solutions too) :-)

caveats: - in 1996, somebody earning 800,000 UgX made 1,000 US $.
- in 2004, somebody earning 1.8m still makes 1,000 US $.
yet the quality of life in kampala vis-a-vis the cost of living are still
not measuring up :-)
