Saying that they are to license a new NTO is an over-simplification of what UCC is proposing. From the last meeting I recall they had a proposal to create two types of licenses: Infrastructure and services. For the combined license there would be limited competition, for the dedicated licenses (services or infrastructure) not so much limitation. So the NTO would be a combined licensee.
My own impression was that it was a good balance.
