++  True for both, best bet is that if you actually rip an .srpm and look 
into the .spec file  you will notice that the whole structuring is different 
and tailored for SuSE, SuSE  selfishly ( like any other distro vendor )write  
additional code to suit only SuSE installations though one would assume 
that .rpm can install on any system that can allow .rpm's to be installed on, 
that is usually far from true and just never works , usually breaks more 
things than fixing.  So if additions / stamps is what makes them put there 
heads up high and say we have released SuSE 9.x  well thats basically what it 
is and i personally give them all the credit.
