Because it would be absolute madness to setup servers of that magnitude and go 
into the power related options etc when you can easily get hosting space from 
someone else and avoid the entire hassle. That would practically be making 
the whole project into an ISP project. But even with all those things put in, 
56m US is a hell load of money. You're talking about close to 100b USH That 
is bigger than the entire yearly budget allocation of some sizable 
ministries.
