the brazillians are way ahead of many. they say most
of their govenrment institutions went open source 3
years ago. but the underground has been active for the
past 10 years. just check out the *.br suffix allover
the chatrooms, ftps and gophers. we might not learn
their soccer but this we can surely pick up.

want to say thanks to ronny for his help--i can now
write a few 'useless' things in Lisp but there's
something function called EVAl which is plain evil to
learn.
