This is actually a very hard question to answer because you would have to
put everything that makes the internet possible to date in consideration 
and that is almost a fathomless topic ,but not impossible,  though for 
good understanding i would suggest reading Sam Halabi's "Internet Routing
Architectures"  Guess to setup another internet ( as you put it )  you
would really have to go back to the basic's.

Not cisco specific but helps you to know how everything comes together
which  in turn helps you know what it entails to have a functioning
internet aka Virtual Insanity :)
