You need to define broadband.  Which I think is the most misused word on the
continent.  

I think a certain cable company is offering services to it's clients for
50,000 a month offered over a broadband pipe.  The trickle bandwidth, i.e
the pipe can be big thanks to fibre or coaxial technology used to deliver
cable TV but if the uplink is shared by hundreds you get the trickle
service.

If we call this broadband due to the method of access and not the content
then yes we have sub $40 broadband access in Uganda. :-)
