Free Imagery programs? Hmmm, I am not sure. However, you may try The National Biomass Studies offices in Nakawa. It is located in the same compound with the Foresty Department, opposite AGOA. They have been doing some digitisation for several years now, but I do not know if the entire country is now covered, or whether they have layers beyond biomass. They should also be able to give you some leads regarding imagery sofware.Good luck.
