I think that if we are to grade the industry as a
whole the best measure 
would be the teledensity in the country compared to
another similar country. 
Uganda had a teledensity of around 3.1% in 2003
compared to Ghana that had a 
teledensity of around 5.2% in 2003.

Regionally Tanzania was around 2.8% in 2003 and Kenya
was around 5.8%, so 
that puts Uganda around the middle of the pack.
