Patrick Baliddawa is the formet RDC of Kibaale District but he is a
meteorologist by qualification. He was RDC Jinja sometime ago. I just
talked to him and he has no idea how his name was linked to the ICT
ministry. Most likely, his name was mistaken for that of Edward.
