I say compile both Apache and PHP separately, i.e., don't try to link them into each other during compile time. But I'd suggest you install Apache first, as PHP may be dependent on its existence for some modules, e.g. APXS2 (--with-apxs2) Once done, load the appropriate PHP module from Apache as mentioned earlier.
