It wasn't Ubuntu as the software but rather something to do with the
UbuntuNet Alliance http://www.ubuntunet.net/ and RENU of which he is the
CEO.

the minister of ICT was addressing the same meeting. Put 2 and 2 together
and the fact that MUK was recently blacked out by the providers and you
get an outsider's view why this was important. Any insider to brief us
