I agree with your way of thinking. The IX is for IX issues, which is, 
providing inter-ISP-connectivity. Datacentres provide hosting/co-lo 
facilities.

The difference is, the IX is a Utility, a Datacentre is a commercial venture. 
Even if it is hosting a free service (like our downloads, or an Ubuntu 
repository).

To reflect on the service-level of the IX and the connections to it. I think 
the Datacentre provider with the highest connectivity to the IX (and the 
internet) has the competitive advantage. So the market will drive the supply 
of datacentre services. And, the more market, the more presure there will be 
on the ISP's to keep their connections up. (we have seen a few samples on 
that here the last weeks. And those samples really worked. Imagine there is 
50 companies depending on the IX. That will raise alarm bells very quickly)

So, to get a Ubuntu repository, you would need a company that wants to sponsor 
it. That is not necessary a marketing thing, but could also be a company that 
needs to update its 100 computers itself, and therefor has an interest in a 
repository. Sharing would not add much to that.
Basically, that is the same principal as in general with FOSS.

Really looking to discuss all these things on saturday.
