I don't think that kde4 is usable at all. There are a lot of features missing and the widgets have not been implemented properly. I am hoping that 4.1 and 4.2 will be what 4.0 was supposed to be. The zoom feature I would think is used for users whos vision is not that good and need certain sections of the screen blown up so that they can read the text. Other than that i cannot see a use for it. And i really miss konqueror. It was the only browser in linux that displayed flash intensive pages correctly, it wasn't the greatest file manager though.
