I would agree with McTim. If any one out there can do an axfr for .ug from
any of its primary and secondary name servers,  then there is a loop hole
that should be covered.

Reiner, the result you got with the .tz and .rw, in my opinion are correct.
No other name server, apart from those explicitly permitted to transfer
records should be able to do so. If you are able to axfr records for the .ug
and you are *NOT* sitted on the name servers that are an authority for it,
then something is wrong.

Correct me if i am wrong.
