Such problems can be because of many factors, the ISP could be having
routing issues transparent to the user so you wont access a particular web
page , also at times they could be blocked due to spam so they have to
tunnel your traffic to another gateway while they resolve the spam issue,
all the above affect throughput, though most cases you will never get a
good answer out of the ISP, they will come up with a story and ask you to
hold.

And will all the changes ISP's are doing , i.e. changing ASN's, IP Blocks,
Routing technologies, anything is possible.

Slow is most deffinately not equal to un-accessible, even with a cache
server on the network you should atleast view the page partially but
failing to open that is a whole different issue all together.
