Why? Are you doing a research project? AfTLD may have some of this
info (# of domains per ccTLD).

Here are the reasons:

1. There is no such Top level domain.

There is an attempt to get .africa as a gTLD
(http://africa.nic-naa.net/?page_id=2) see note on that page about
another group that wants this domain (http://dotafrica.blogspot.com)

2.  "power" in this context is very limited.  IF there was a .afro AND
the .afro admin was grossly incompetent (i.e., the DNS servers for the
hypothetical domain ".afro" didn't work, then one could apply to ICANN
for a redelegation based on this gross incompetence.
