Lately I have noticed that sms' sent to me from Uganda using Mango are always delayed and sometimes take up to 24 hours to reach.
I also see from the latest BGP stats from http://bgpupdates.potaroo.net/instability/bgpupd.html that UTL is currently the third most unstable network globally.
