Asterisk supports SS7 ISUP, which is what is used between switches to exchange calls. What the phone uses to speak to the BTS (and then on to the MSC) is an entirely different protocol (similar to ISUP though). Ditto for SMS, USSD. Then there's the whole "mobility management" (MAP, BSSMAP and so forth), which Asterisk doesn't do.

Openss7: Over-engineered piece of ... Time for me to start chanting calming words! Tried it. Doesn't live up to the promise. Not by a long shot. The author got it into his head to implement a STREAMS- based stack. Which would have been good if it a) worked and b) was not over-engineered as to require far too much exertion on the part of its user. And for the important GSM stuff there is simply too much missing for it to have any value.

As an aside, Asterisk is generally considered a hack. It is not very well engineered from a software point of view. But it works. And works simply. And is easy to extend. Which is very very important.
