Well, right now UETCL provides the bulk of the fibre connectivity for providers 
in Uganda planning to connect to kenya for Seacom and TEAMS

The grapevine has it that Warid approached the MoICT with a request to use the 
National Backbone for capacity. After 8 months of waiting for a response and 
getting noe from the ministry, they decided to start digging their own. See how 
people in Govt aren't business minded? Reminds me of the UETCL official who 4 
years ago when asked why they were not leasing out capacity on their fibre, the 
chap responded by saying that UETCL doesn't need to put other people on the 
fibre that they have laid on their power lines. He stated how it was for them 
exclusively. A few months back, I saw an advert where they were inviting 
companies to help them commercialise that data capacity. I wonder what he has 
to say now.

The fibre being put in the ground by ATX is Warid fibre. Why everybody has to 
dig their own fibre still beats my understanding. Logic would have it that the 
money the Chinese government gave GOU for the fibre would have provided for 
enough capacity for various entities to lease it. As it stands the NFB is bound 
to be used by GOU's ministries and affiliated bodies. Soon we might have 
Richard and his crew also digging up the nation to cater for their own 
capacity.
