If you mean the Google WebApp Engine, this one can be used for free. But
this engine is to develop web applications, that then are hosted by
google and accessed e.g. with a usual browser. You can download the
WebApp Engine here: http://linux.or.ug/node/453/media/presentations


For desktop applications, you can have a look at Mono which is a free
implementation of .net or use a plattform independend language like Java
or Python.
