The exchange point is definitely the best place across which 
traffic to/from the GGC can be exchanged. However, that 
doesn't necessarily mean it should be hosted there (which is 
probably why Google chose to deploy them where they 
currently are).

The idea I'm getting is that the various ISP's in .ug 
(including UTL and MTN) will need to come together and 
figure out a way to make this happen.

Having said that, Google's position is very clear - if the 
networks hosting the GGC are unable to share it with the 
other networks, the cache will be pulled.
