I'm a little unclear on what you mean by "vault or storage location."
Would you mind elaborating on that?
The Uganda LUG web-site uses a rather simplistic photo-gallery module
called Gallerix. It's quite minimalist on features but does do bulk
uploads (ZIP files) and has basic Views integration. There is a
non-free (paid) add-on package sold through the authors web-site which
adds some of the functionality you need (tagging, etc) though I can't
comment on its usefulness as I haven't used it.

I've also seen, but have no experience with, another module called Gallery:

I would also recommend looking into modules like Lightbox2:

As for tagging photos/content, you could always use the Taxonomy module
which comes with Drupal: http://drupal.org/handbook/modules/taxonomy
Finally, study up on a module called Views:
http://drupal.org/project/views -- it will allow your users to sort
content (tagged photos, for example) any way you would like them to be
able to.
