AFAIK UETCL has a string of fiber attached to their electricity cables. That 
fiber cable was the one that broke above the rugby ground during the bomb 
blasts.

UETCL has that fiber to control their electricity network, and it happened to 
be very useful to connect it to the interweb and sell capacity.
