It then moves from technical control to procedural control.

By Design you would have 3 mapped drives.
Personal Docs Folder  - Individual user access and mapped to my documents
and desktop of the user
Department Folder - All related users of the department have w/r access
Public Folder - All users can have w/r access

Others have secured folders dependingly

With write access you may have little technical control save for type of
files and size which you can deny storage.

After that you have to control how user save files to the folder through
policy and procedures
You can have a custodian/data owner for the folder, who determines who, what
to save.

You need to look at quota as well.

An integrated approach of processes can help you achieve what you want but
not an out of the box technical control will give you solution
