ICT is more application based. i.e. Powerpoint, Excel, Access where are CS is 
more about the 'science' so how theory of Computers etc.

The main problem is one of qualified teachers. In the UK a lot of ICT teachers 
do not have a CS based degree, not a problem when you teaching MS Access a 
problem when you want to teach about ROM's RAM, CPU's etc.

As a thought because of the more theoretical nature of CS though you probably 
can teach more offline, than ICT.

Also and I have to agree with this CS is more exciting than ICT, as you learn 
how and why computers work, not just click next, so kids end up more engaged 
and likely to have a CS based career.
