Because *actual* criminals wouldn't find a way to acquire other people's SIM 
cards. Ways such as, oh I don't know, stealing them?

In London, one of the most camera-infested cities in the world, it is estimated 
that for every thousandth camera, one person gets convicted thanks to camera 
surveillance per year. Yes. One thousand cameras only help to arrest one person 
per year. Surveillance is clearly not the solution.

or call booth (token or whatever). You don't even have to use a phone, you can 
send a letter thru Post Office.

The terrorists who killed innocent World Cup revellers, disposed their sim 
cards, while coordinating their devious acts. Sim card registration will ensure 
these rascals, don't go unpunished. You can live in Utopia, and claim to be a 
libertarian, but honestly, the reality is Big Brother is here to stay,
