I agree Peter.

The ability to recover lost or stolen phones re-used within Uganda has long 
been available (seldom used).
All networks track phones by pairing IMEIs with phone numbers.

But registering sims does help track and monitor mobile money movements. A very 
important service though
sim cloning will now become more fun J cause you can now take on a guys 
complete identity.

Maybe you're seeing something I'm not, but how does SIM card registration help 
get a stolen phone back?
